CPO – Telecoms Operator – APAC
DXR was a strategic recruitment partner who played a pivotal role in building our Program Assurance and Delivery team for a major telecom network modernization program, serving over 60 million subscribers across complex terrain. The initial ramp-up of these specialist contract resources was particularly challenging due to the intricate work permit processes at the time. However, DXR's ability to prioritise and manage these complexities ensured that we had the right resources onboarded at the right time.
DXR successfully placed approximately 50 contract-based resources with us, initially for 12 months, with most being extended for an additional 12-18 months. 50% of these resources were nationals, while the rest came from numerous countries across Asia, Europe, the USA, and South America. The roles filled included Program Directors, PMO team members, Engineering Directors, and a wide range of experts in RAN, Core, CME, OSS, Transport, Procurement and more.
DXR also ensured a high level of contractor care, regularly organising social events that were instrumental in strengthening team bonds. This holistic approach not only identified the required skills but also considered cross-border challenges, ensuring a perfect fit in terms of both skills and personality.

Jeremy began his career in the 1990s at Dataquest, Gartner's data research arm, where he engaged with telecom industry leaders worldwide to gain their insights into future trends, including the significant regulatory changes anticipated at the time and the potential impact of the World Wide Web. He then worked for Bull Information Systems before travelling extensively across Asia and Australia, where he took a sales role with British Telecom in Sydney. These experiences fuelled his passion for connecting with diverse cultures and people, leading him to international technology recruitment.
After 10 years in the UK supporting clients across Europe, the Middle East, and Africa for their Technology, Change & Transformation initiatives, he spent 14 years in Singapore further developing this offering with clients throughout APAC.
On his return to the UK, he established DXR International, leveraging his global experience to deliver exceptional outcomes for clients and candidates.
